Official expression (EBA, verbatim)

with {tB_05.01, default: null, interval: false}: if ( not ( isnull ({c0030}) ) ) or not (( isnull ({c0040}) )) or not (( isnull ({c0050}) )) or not (( isnull ({c0020}) )) or not (( isnull ({c0070}) )) or not (( isnull ({c0080}) )) or not (( isnull ({c0090}) )) or not (( isnull ({c0100}) )) or not (( isnull ({c0110}) )) or not (( isnull ({c0120}) )) then ( ( not ( isnull ({c0060}) ) )) endif

Precondition (verbatim): {v_B_05.01} - the rule is evaluated only when template B_05.01 is part of the filing (its filing indicator is true).

Description in the EBA artifact: empty (NULL).

What this rule checks

Template B_05.01 (ICT third-party service providers) has one row per ICT third-party service provider. The row key is c0010 (Identification code of ICT third-party service provider).

The rule looks at each row: if at least one of the data columns c0020-c0050 and c0070-c0120 is filled - Type of code (c0020), Additional identification code (c0030), Type of additional code (c0040), Legal name (c0050), Type of person (c0070), Country of headquarters (c0080), Currency (c0090), Total annual expense (c0100), Ultimate parent id code (c0110), Type of code of ultimate parent (c0120) - then c0060 (Name of the ICT third-party service provider in Latin alphabet) must be filled as well. A row that contains only the key c0010 does not trigger the rule.

Both name columns (c0050 and c0060) are free text and may carry the same value - for a name already written in the Latin alphabet, c0060 can simply repeat c0050. The rule does not compare the two cells; it checks only that c0060 is filled.

This is a warning-level check (layer W2, severity: warning). It does not technically block or reject a filing at the ESAs - a technical rejection can only be caused by the structural file checks (STRUCT layer). A violation shows up as a warning in the validation feedback. The rule is active on the current EBA validation rules list (status as of 2026-06-23).

Most common causes

  • The legal name was entered in c0050 and the Latin-alphabet cell was left empty because it looked like a duplicate.
  • The provider row was filled in starting from the code type or the country and the name columns were completed only partially.
  • A column shift in a CSV or Excel export left c0060 empty and moved values into neighbouring columns.

How to fix it, step by step

  1. Open template B_05.01 and find the flagged row. The finding gives the row number and the key value: c0010 (Identification code of ICT third-party service provider).
  2. Enter the provider's name in Latin characters in column c0060 (Name of the ICT third-party service provider in Latin alphabet). If the legal name in c0050 is already in the Latin alphabet, the same value can be used.
  3. If the whole row is there by mistake, delete the entire row instead. A row with only the key (c0010) does not trigger this rule.
  4. Run the validation again and confirm the v8852_m warning for that row is gone.

Example: fails vs passes

Fails - the legal name is filled, the Latin-alphabet name is empty; the finding points at column c0060 of this row:

c0010 (Identification code of ICT third-party service provider) c0050 (Legal name of the ICT third-party service provider) c0060 (Name of the ICT third-party service provider in Latin alphabet)
549300Q5EH2NP82EPE32 Cloudex SARL (empty)

Passes - both name columns are filled (here with the same value):

c0010 (Identification code of ICT third-party service provider) c0050 (Legal name of the ICT third-party service provider) c0060 (Name of the ICT third-party service provider in Latin alphabet)
549300Q5EH2NP82EPE32 Cloudex SARL Cloudex SARL

Also passes (edge case) - a key-only row: only c0010 is filled, none of the data columns has a value, so the condition never activates. With several rows, only the incomplete row is flagged - the finding carries its row number and key value.

  • v8851_m - the sibling name rule on B_05.01: it requires c0050 (Legal name of the ICT third-party service provider).
  • v8850_m, v8853_m, v8854_m, v8855_m - the same row-completeness family on B_05.01: c0020 Type of code, c0070 Type of person, c0080 Country of headquarters, c0110 Ultimate parent id code.
  • e23674_e - existence rule on B_05.01: six core provider columns, including c0060, must be filled in every row (inactive on the current EBA list).

Fix it in the RoI Builder - it points at the exact row and cell and re-checks as you type.
