v8855_m - Ultimate parent identification code required when the row contains any other data (B_05.01)

Official expression (EBA, verbatim)

with {tB_05.01, default: null, interval: false}: if ( not ( isnull ({c0030}) ) ) or not (( isnull ({c0040}) )) or not (( isnull ({c0050}) )) or not (( isnull ({c0060}) )) or not (( isnull ({c0070}) )) or not (( isnull ({c0080}) )) or not (( isnull ({c0090}) )) or not (( isnull ({c0100}) )) or not (( isnull ({c0020}) )) or not (( isnull ({c0120}) )) then ( ( not ( isnull ({c0110}) ) )) endif

Precondition (verbatim): {v_B_05.01} - the rule is evaluated only when template B_05.01 is part of the filing (its filing indicator is true).

Description in the EBA artifact: empty (NULL).

What this rule checks

Template B_05.01 (ICT third-party service providers) has one row per ICT third-party service provider. The row key is c0010 (Identification code of ICT third-party service provider).

The rule looks at each row: if at least one of the data columns c0020-c0100 and c0120 is filled - Type of code (c0020), Additional identification code (c0030), Type of additional code (c0040), Legal name (c0050), Name in Latin alphabet (c0060), Type of person (c0070), Country of headquarters (c0080), Currency (c0090), Total annual expense (c0100), Type of code of ultimate parent (c0120) - then c0110 (Identification code of the ICT third-party service provider’s ultimate parent undertaking) must be filled as well. A row that contains only the key c0010 does not trigger the rule.

The expression requires c0110 also for a provider that is not part of any group - this follows from the unconditional or-chain of the published expression; the check runs exactly as published. With c0110 empty, the warning simply remains in the validation feedback. Two measured gaps of the active rule set are worth knowing: the type of the parent code (c0120) is required by no W2 completeness rule, so a filled c0110 with an empty c0120 raises no W2 warning; and c0110 itself has no W2 format check - it is a free-text column (the LEI-format rules of the v8890-v8897 family cover key columns).

This is a warning-level check (layer W2, severity: warning). It does not technically block or reject a filing at the ESAs - a technical rejection can only be caused by the structural file checks (STRUCT layer). A violation shows up as a warning in the validation feedback. The rule is active on the current EBA validation rules list (status as of 2026-06-23).

Most common causes

  • The provider is not part of any group, so the cell was left empty - the published expression still requires a value in every otherwise-filled row.
  • The provider row was filled in starting from the cost columns and the parent-code cell was left empty.
  • A column shift in a CSV or Excel export left c0110 empty and moved values into neighbouring columns.

How to fix it, step by step

  1. Open template B_05.01 and find the flagged row. The finding gives the row number and the key value: c0010 (Identification code of ICT third-party service provider).
  2. Enter the identification code of the provider's ultimate parent undertaking in column c0110.
  3. If the provider is not part of any group, note that the published expression requires a value in c0110 anyway - with the cell empty, this warning remains in the validation feedback.
  4. If the whole row is there by mistake, delete the entire row instead. A row with only the key (c0010) does not trigger this rule.
  5. Run the validation again and confirm the v8855_m warning for that row is gone.

Example: fails vs passes

Fails - the total annual expense is filled, the ultimate parent code is empty; the finding points at column c0110 of this row:

c0010 (Identification code of ICT third-party service provider) c0100 (Total annual expense or estimated cost of the ICT third-party service provider) c0110 (Identification code of the ICT third-party service provider’s ultimate parent undertaking)
549300Q5EH2NP82EPE32 84074 (empty)

Passes - the ultimate parent code is filled (here an LEI):

c0010 (Identification code of ICT third-party service provider) c0100 (Total annual expense or estimated cost of the ICT third-party service provider) c0110 (Identification code of the ICT third-party service provider’s ultimate parent undertaking)
549300Q5EH2NP82EPE32 84074 DUMMYLEI123456789012

Also passes (edge case) - a key-only row: only c0010 is filled, none of the data columns has a value, so the condition never activates. With several rows, only the incomplete row is flagged - the finding carries its row number and key value.

  • v8850_m, v8851_m, v8852_m, v8853_m, v8854_m - the same row-completeness family on B_05.01: c0020 Type of code, c0050 Legal name, c0060 Name in Latin alphabet, c0070 Type of person, c0080 Country of headquarters.
  • e23674_e - existence rule on B_05.01: six core provider columns, including c0110, must be filled in every row (inactive on the current EBA list).

Fix it in the RoI Builder - it points at the exact row and cell and re-checks as you type.
