What this rule checks
Template B_07.01 (Assessment of the ICT services) has one row per combination of contractual arrangement, ICT third-party service provider and type of ICT service. The row key has three parts: c0010 (Contractual arrangement reference number), c0020 (Identification code of the ICT third-party service provider) and c0040 (Type of ICT services).
The rule looks at each row: if at least one of the other data columns is filled - Type of code (c0030), Substitutability (c0050), Reason if not substitutable (c0060), Date of last audit (c0070), Possibility of reintegration (c0090), Impact of discontinuing (c0100), Are there alternative providers? (c0110), Identification of alternative ICT TPP (c0120) - then c0080 (Existence of an exit plan) must be filled as well. A row that contains only the key columns does not trigger the rule. Note that c0030 (Type of code to identify the ICT third-party service provider) counts as a data column here even though the code itself (c0020) is part of the row key.
c0080 takes one code from the LISTB07010080 dictionary: eba_BT:x28 (Yes), eba_BT:x29 (No). This dictionary has no eba_BT:x21 code - x21 (Assessment not performed) exists in the c0110 dictionary of the same template and is not allowed in c0080.
This is a warning-level check (layer W2, severity: warning). It does not technically block or reject a filing at the ESAs - a technical rejection can only be caused by the structural file checks (STRUCT layer). A violation shows up as a warning in the validation feedback. The rule is active on the current EBA validation rules list (status as of 2026-06-23).
Most common causes
- The alternative-providers answer (c0110) or another assessment column was filled in, but the exit-plan answer (c0080) was left empty.
- eba_BT:x21 (Assessment not performed) was expected to be available, but the c0080 dictionary has only x28 (Yes) and x29 (No), so the cell was left empty.
- A column shift in a CSV or Excel export left c0080 empty and moved values into neighbouring columns.
How to fix it, step by step
- Open template B_07.01 and find the flagged row. The finding gives the row number and the three-part key: c0010 (Contractual arrangement reference number), c0020 (Identification code of the ICT third-party service provider) and c0040 (Type of ICT services).
- In column c0080 pick one dictionary code: eba_BT:x28 (Yes) or eba_BT:x29 (No). Do not use eba_BT:x21 - it is not in the c0080 dictionary.
- If the whole row is there by mistake, delete the entire row instead. A row with only the key columns does not trigger this rule.
- Run the validation again and confirm the v8886_m warning for that row is gone.
