Official expression (EBA, verbatim)

with {tB_07.01, default: null, interval: false}: if ( not ( isnull ({c0030}) ) ) or not (( isnull ({c0060}) )) or not (( isnull ({c0050}) )) or not (( isnull ({c0080}) )) or not (( isnull ({c0090}) )) or not (( isnull ({c0100}) )) or not (( isnull ({c0110}) )) or not (( isnull ({c0120}) )) then ( ( not ( isnull ({c0070}) ) )) endif

Precondition (verbatim): {v_B_07.01} - the rule is evaluated only when template B_07.01 is part of the filing (its filing indicator is true).

Description in the EBA artifact: empty (NULL).

What this rule checks

Template B_07.01 (Assessment of the ICT services) has one row per combination of contractual arrangement, ICT third-party service provider and type of ICT service. The row key has three parts: c0010 (Contractual arrangement reference number), c0020 (Identification code of the ICT third-party service provider) and c0040 (Type of ICT services).

The rule looks at each row: if at least one of the other data columns is filled - Type of code (c0030), Substitutability (c0050), Reason if not substitutable (c0060), Existence of an exit plan (c0080), Possibility of reintegration (c0090), Impact of discontinuing (c0100), Are there alternative providers? (c0110), Identification of alternative ICT TPP (c0120) - then c0070 (Date of the last audit on the ICT third-party service provider) must be filled as well. A row that contains only the key columns does not trigger the rule. Note that c0030 (Type of code to identify the ICT third-party service provider) counts as a data column here even though the code itself (c0020) is part of the row key.

c0070 is a date column (yyyy-mm-dd); this rule checks only that it is filled, not the date format.

This is a warning-level check (layer W2, severity: warning). It does not technically block or reject a filing at the ESAs - a technical rejection can only be caused by the structural file checks (STRUCT layer). A violation shows up as a warning in the validation feedback. The rule is active on the current EBA validation rules list (status as of 2026-06-23).

Most common causes

  • The provider row was filled in from contract data and the date of the last audit (c0070) was never added.
  • The audit date exists in audit reports and was not copied into the register row.
  • A column shift in a CSV or Excel export left c0070 empty and moved values into neighbouring columns.

How to fix it, step by step

  1. Open template B_07.01 and find the flagged row. The finding gives the row number and the three-part key: c0010 (Contractual arrangement reference number), c0020 (Identification code of the ICT third-party service provider) and c0040 (Type of ICT services).
  2. Enter the date of the last audit on the ICT third-party service provider in column c0070, in the yyyy-mm-dd format (for example 2021-11-02).
  3. If the whole row is there by mistake, delete the entire row instead. A row with only the key columns does not trigger this rule.
  4. Run the validation again and confirm the v8885_m warning for that row is gone.

Example: fails vs passes

Fails - the type of code is filled, the audit date is empty; the finding points at column c0070 of this row:

c0010 (Contractual arrangement reference number) c0020 (Identification code of the ICT third-party service provider) c0040 (Type of ICT services) c0030 (Type of code to identify the ICT third-party service provider) c0070 (Date of the last audit on the ICT third-party service provider)
CTR-0001 549300Q5EH2NP82EPE32 eba_TA:S19 eba_qCO:qx2000 (empty)

Passes - the date is filled:

c0010 (Contractual arrangement reference number) c0020 (Identification code of the ICT third-party service provider) c0040 (Type of ICT services) c0030 (Type of code to identify the ICT third-party service provider) c0070 (Date of the last audit on the ICT third-party service provider)
CTR-0001 549300Q5EH2NP82EPE32 eba_TA:S19 eba_qCO:qx2000 2021-11-02

Also passes (edge case) - a key-only row: only c0010, c0020 and c0040 are filled, no data column has a value, so the condition never activates.

  • v8884_m, v8886_m to v8888_m and v88889_m - the same row-completeness family on B_07.01: each rule requires a different column of the same row (v8887_m is inactive on the current EBA list).
  • e23681_e - existence rule on B_07.01 (inactive on the current EBA list).

Fix it in the RoI Builder - it points at the exact row and cell and re-checks as you type.
