What this rule checks
Template B_07.01 (Assessment of the ICT services) has one row per combination of contractual arrangement, ICT third-party service provider and type of ICT service. The row key has three parts: c0010 (Contractual arrangement reference number), c0020 (Identification code of the ICT third-party service provider) and c0040 (Type of ICT services).
The rule looks at each row: if at least one of the other data columns is filled - Type of code (c0030), Substitutability (c0050), Reason if not substitutable (c0060), Date of last audit (c0070), Existence of an exit plan (c0080), Possibility of reintegration (c0090), Are there alternative providers? (c0110), Identification of alternative ICT TPP (c0120) - then c0100 (Impact of discontinuing the ICT services) must be filled as well. A row that contains only the key columns does not trigger the rule. Note that c0030 (Type of code to identify the ICT third-party service provider) counts as a data column here even though the code itself (c0020) is part of the row key.
c0100 takes one code from the LISTB07010100 dictionary: eba_ZZ:x791 (Low), eba_ZZ:x792 (Medium), eba_ZZ:x793 (High), eba_ZZ:x799 (Assessment not performed).
This is a warning-level check (layer W2, severity: warning). It does not technically block or reject a filing at the ESAs - a technical rejection can only be caused by the structural file checks (STRUCT layer). A violation shows up as a warning in the validation feedback. The rule is active on the current EBA validation rules list (status as of 2026-06-23).
Most common causes
- The reintegration answer (c0090) or another assessment column was filled in, but the impact of discontinuing (c0100) was left empty.
- The assessment was postponed and the cell stayed empty instead of the dictionary code eba_ZZ:x799 (Assessment not performed).
- A column shift in a CSV or Excel export left c0100 empty and moved values into neighbouring columns.
How to fix it, step by step
- Open template B_07.01 and find the flagged row. The finding gives the row number and the three-part key: c0010 (Contractual arrangement reference number), c0020 (Identification code of the ICT third-party service provider) and c0040 (Type of ICT services).
- In column c0100 pick one dictionary code: eba_ZZ:x791 (Low), eba_ZZ:x792 (Medium), eba_ZZ:x793 (High) or eba_ZZ:x799 (Assessment not performed).
- If the whole row is there by mistake, delete the entire row instead. A row with only the key columns does not trigger this rule.
- Run the validation again and confirm the v8888_m warning for that row is gone.
