Official expression (EBA, verbatim)
with {tB_02.01, default: null, interval: false}: if ( not ( isnull ({c0050}) ) ) or not (( isnull ({c0030}) )) or not (( isnull ({c0040}) )) then ( ( not ( isnull ({c0020}) ) )) endif
Precondition (verbatim): {v_B_02.01} - the rule is evaluated only when template B_02.01 is part of the filing (its filing indicator is true).
Description in the EBA artifact: empty (NULL).
What this rule checks
Template B_02.01 (Contractual arrangements - General Information) has one row per contractual arrangement. The row key is c0010 (Contractual arrangement reference number).
The rule looks at each row: if at least one of the data columns c0030-c0050 is filled - Overarching contractual arrangement reference number (c0030), Currency of the amount reported in RT.02.01.0050 (c0040), Annual expense or estimated cost for the past year (c0050) - then c0020 (Type of contractual arrangement) must be filled as well. A row that contains only the key c0010 does not trigger the rule.
c0020 takes one code from the LISTB02010020 dictionary: eba_CO:x1 (Standalone arrangement), eba_CO:x2 (Overarching arrangement), eba_CO:x3 (Subsequent or associated arrangement). c0030 is the reference to the overarching arrangement, semantically filled for subsequent arrangements (c0020 = eba_CO:x3); that direction - a subsequent arrangement must carry its overarching reference - is guarded by a separate active rule, v8805_m. This rule works in the opposite direction: the presence of c0030 (Overarching contractual arrangement reference number), c0040 or c0050 forces c0020 to be filled.
This is a warning-level check (layer W2, severity: warning). It does not technically block or reject a filing at the ESAs - a technical rejection can only be caused by the structural file checks (STRUCT layer). A violation shows up as a warning in the validation feedback. The rule is active on the current EBA validation rules list (status as of 2026-06-23).
Most common causes
- The row was filled in starting from the overarching reference or the cost columns and the type cell was left empty.
- The row was created with the key reference number only, other columns were filled in later and the type was never picked.
- A column shift in a CSV or Excel export left c0020 empty and moved values into neighbouring columns.
How to fix it, step by step
- Open template B_02.01 and find the flagged row. The finding gives the row number and the key value: c0010 (Contractual arrangement reference number).
- Pick the arrangement type in column c0020: eba_CO:x1 (Standalone arrangement), eba_CO:x2 (Overarching arrangement) or eba_CO:x3 (Subsequent or associated arrangement). If the row carries an overarching reference in c0030, the matching type is eba_CO:x3.
- If the whole row is there by mistake, delete the entire row instead. A row with only the key (c0010) does not trigger this rule.
- Run the validation again and confirm the v8868_m warning for that row is gone.
Example: fails vs passes
Fails - the overarching reference is filled, the type is empty; the finding points at column c0020 of this row:
| c0010 (Contractual arrangement reference number) | c0020 (Type of contractual arrangement) | c0030 (Overarching contractual arrangement reference number) |
|---|---|---|
| CTR-0003 | (empty) | CTR-0002 |
Passes - the type is filled and matches the overarching reference (a subsequent arrangement):
| c0010 (Contractual arrangement reference number) | c0020 (Type of contractual arrangement) | c0030 (Overarching contractual arrangement reference number) |
|---|---|---|
| CTR-0003 | eba_CO:x3 | CTR-0002 |
Also passes (edge case) - a key-only row: only c0010 is filled, none of c0030-c0050 has a value, so the condition never activates. With several rows, only the incomplete row is flagged - the finding carries its row number and key value.
Related rules
- v8866_m and v8867_m - the same row-completeness family on B_02.01: v8866_m requires c0050 (Annual expense or estimated cost of the contractual arrangement for the past year), v8867_m requires c0040 (Currency of the amount reported in RT.02.01.0050).
- v8805_m - the reverse direction on the same pair of columns: when c0020 = eba_CO:x3, the overarching reference c0030 must be filled (active).
- v22912_m - semantic duplicate of v8805_m (inactive on the current EBA list).
- e23792_e - existence rule on the columns c0020, c0040 and c0050 of B_02.01 (inactive on the current EBA list).
Fix it in the RoI Builder - it points at the exact row and cell and re-checks as you type.
