Official expression (EBA, verbatim)
with {tB_01.03, default: null, interval: false}: if ( not ( isnull ({c0040}) ) ) then ( ( not ( isnull ({c0030}) ) )) endif
Precondition (verbatim): {v_B_01.03} - the rule is evaluated only when template B_01.03 is part of the filing (its filing indicator is true).
Description in the EBA artifact: empty (NULL).
What this rule checks
Template B_01.03 (List of branches) has one row per branch of a financial entity. The row key has two parts: c0010 (Identification code of the branch) and c0020 (LEI of the financial entity head office of the branch).
The rule looks at each row: if c0040 (Country of the branch) is filled, then c0030 (Name of the branch) must be filled as well.
v8857_m and v8856_m form a coupled pair on the same two columns: together they enforce that c0030 and c0040 are either both empty or both filled. Each rule guards one direction and its finding points at its own column - v8857_m points at c0030. On any single row, exactly one of the pair can fire, never both.
This is a warning-level check (layer W2, severity: warning). It does not technically block or reject a filing at the ESAs - a technical rejection can only be caused by the structural file checks (STRUCT layer). A violation shows up as a warning in the validation feedback. The rule is active on the current EBA validation rules list (status as of 2026-06-23).
Most common causes
- The country code was entered and the branch name cell (c0030) was left empty.
- The branch name was removed while cleaning up the sheet, but the country stayed.
- A column shift in a CSV or Excel export left c0030 empty.
How to fix it, step by step
- Open template B_01.03 and find the flagged row. The finding gives the row number and the two-part key: c0010 (Identification code of the branch) and c0020 (LEI of the financial entity head office of the branch).
- Enter the name of the branch in column c0030.
- If the country in c0040 is there by mistake, clear both c0030 and c0040 or delete the entire row - a row with both columns empty passes the pair of rules.
- Run the validation again and confirm the v8857_m warning for that row is gone.
Example: fails vs passes
Fails - the country is filled, the name is empty; the finding points at column c0030 of this row:
| c0010 (Identification code of the branch) | c0020 (LEI of the financial entity head office of the branch) | c0030 (Name of the branch) | c0040 (Country of the branch) |
|---|---|---|---|
| BR-001 | DUMMYLEI123456789012 | (empty) | eba_GA:AL |
Passes - both columns are filled:
| c0010 (Identification code of the branch) | c0020 (LEI of the financial entity head office of the branch) | c0030 (Name of the branch) | c0040 (Country of the branch) |
|---|---|---|---|
| BR-001 | DUMMYLEI123456789012 | Oddzial Tirana | eba_GA:AL |
Also passes (edge case) - both c0030 and c0040 empty (a key-only row): the condition never activates. The mirror situation - name filled, country empty - is flagged by the twin rule v8856_m, not by this one.
Related rules
- v8856_m - the twin of this rule: the same pair of columns in the opposite direction (a filled name requires the country), finding on c0040.
- v8892_m - LEI format of the B_01.03 row key property c0020 (LEI of the financial entity head office of the branch).
- e23675_e - existence rule on B_01.03 (inactive on the current EBA list).
Fix it in the RoI Builder - it points at the exact row and cell and re-checks as you type.
