Precondition (verbatim): {v_B_01.03} - the rule is evaluated only when template B_01.03 is part of the filing (its filing indicator is true).

What this rule checks

Template B_01.03 (List of branches) has one row per branch of a financial entity. The row key has two parts: c0010 (Identification code of the branch) and c0020 (LEI of the financial entity head office of the branch).

The rule looks at each row: if c0030 (Name of the branch) is filled, then c0040 (Country of the branch) must be filled as well, with a code from the country dictionary (eba_GA).

v8856_m and v8857_m form a coupled pair on the same two columns: together they enforce that c0030 and c0040 are either both empty or both filled. Each rule guards one direction and its finding points at its own column - v8856_m points at c0040. On any single row, exactly one of the pair can fire, never both.

This is a warning-level check (layer W2, severity: warning). It does not technically block or reject a filing at the ESAs - a technical rejection can only be caused by the structural file checks (STRUCT layer). A violation shows up as a warning in the validation feedback. The rule is active on the current EBA validation rules list (status as of 2026-06-23).

Most common causes

  • The branch name was entered and the country cell (c0040) was left empty.
  • The country value was removed while cleaning up the sheet, but the branch name stayed.
  • A column shift in a CSV or Excel export left c0040 empty.

How to fix it, step by step

  1. Open template B_01.03 and find the flagged row. The finding gives the row number and the two-part key: c0010 (Identification code of the branch) and c0020 (LEI of the financial entity head office of the branch).
  2. Enter the country of the branch in column c0040 as a dictionary code (eba_GA), for example eba_GA:AL.
  3. If the branch name in c0030 is there by mistake, clear both c0030 and c0040 or delete the entire row - a row with both columns empty passes the pair of rules.
  4. Run the validation again and confirm the v8856_m warning for that row is gone.

Fails - the name is filled, the country is empty; the finding points at column c0040 of this row:

Also passes (edge case) - both c0030 and c0040 empty (a key-only row): the condition never activates. The mirror situation - country filled, name empty - is flagged by the twin rule v8857_m, not by this one.
